I called support and now have an explanation.
Even though Microsoft's information on KB982726 says it Applies To Outlook 2010 only, it actually does apply to SharePoint Designer 2010 - this product also installs the OUTLFLTR.DAT file, and it needs to be kept up to date.
So knowing that, I confirmed that SharePoint Designer is indeed installed...
- SharePoint Designer is fully installed... to Z: drive
- The Outlkfltr.DAT file *does* exist there
- I attempted to get a log file from running the patch manually - very cryptic - could not determine the reason for failure
- I extracted the MSP from the patch file and ran manually - Voila - not enough disk space on drive Z:
So in summary, I was mislead to think it was a targeting issue by Microsoft's 'Applies To' section in their KB article, when in fact it was a mundane disk space issue instaed.
