The console service is running. Machine was rebooted, still have the same issue.

Systems I've seen this issue are in a domain and have the service running under local system. Changing the service to run under a different domain account resolves the issue (for security reasons a dedicated service account should be created). You will need to reconfigure this each upgrade.
