You can go to help and do a refresh files. Before you do I recommend turning logging up to Verbose under tools > options > logging. If it fails again you can gather logs and send them to email@example.com or if you sort by date modified and start from the top take a look for any errors and see what you find.
The problem became obvious when I ran the 'Refresh Files' option. Our LAN proxy server configuration had been changed without my team being notified. I've fixed the proxy config & the missing patches are available now.
