Firefox ESR patches with custom install script and /INI switch?

Starting with consumer Firefox 62 it lets you change some of the patch install behaviors like "no desktop shortcut" with simple command line switches, which is nice, but Firefox ESR won't get this capability now until ESR 68 next July.

So, to change those settings with Firefox ESR you still have to do it with a config file and the /INI switch.

If I edit the patch to use a custom install script to include the config file and copy it to a known location, the patch greys out the command line so I can't include the /INI switch to tell the installer to use the config file (it appears to default to the "-ms" command line switch).

How do I get the Firefox ESR patches to use a config file?
