Deployment of service packs including Windows 10 version 1511 and 1607 through agentless operations are done through a manual deployment process. The Service Pack's during an agentless scan will show up as an available SP to deploy, however it will only deploy if you tell it to deploy.
Agent based operations are different. If you're using an agent on machines you're planning to update to 1511 or 1607, you would then set that up in your agent policy and utilize an SP group in the deployment task. The setup would something similar to the below screenshot:
You would create the Service Pack group to include/exclude certain Service Packs that you would want to be detected and would ultimately set that in your agent policy as such. If you were to set up things in such a way, you would be able to automatically send out Service Packs and would have the option to limit them to 'X' deployments per day to only allow a certain amount to install at a time.
