I can confirm, all versions of Adobe Flash Player 18.104.22.168 download and publish without issue. You should have to login to the Adobe download site.
What is the URL you pasted? Did you get this URL from the logs? C:\Users\*SCCM-Admin*\Shavlik\Shavlik Patch\AutoPublish.log

The error I pasted "could not establish a trust relationship..." is from the C:\Users\*SCCM-Admin*\Shavlik\Shavlik Patch\AutoPublish.log.
The URL I pasted into IE is from the Downnload URL of the Shavlik Patch. These links are requiring a login ID and password.

Just tried the download URLs from a PC and I do not get prompted for an ID and password. I'm able to save the update files.
I'm beginning to suspect that the SCCM server is being blocked at the firewall and need to investigate with the network guys.
I think you are on the right track there, let me know if you have any questions.
Just to follow-up on this. I was never able to get this fully resolved. The Network guys could not find a reason why the Adobe Flash updates are not downloading. All other downloads are fine.
To get around this, I set the Local Source Folder to a path on the SCCM server (Settings>Offline Options>Use a local source folder). Then from a PC download the Adobe Flash updates and save them to that folder. From Shavlik Patch, publish the updates as usual. It will search the local path for the updates before attempting to download from the URL.
This gets me by for now, I'm still looking for a permanent resolution.
