Do you see any obvious errors in the C:\ProgramData\LANDesk\Shavlik Empower\Logs\Sentinel.log, AGENTSENTINEL_install.log or RegistrationLog.txt?
There doesn’t appear to be any errors in the AgentSentinel.log.

Thanks for the logs, I think this has something to do with the issue:

Are you running out of disk space on this machine?
No. C: drive has 46GB free.
I went ahead and uninstalled again and build a new VM to try installing to. That seems to have worked.
FWIW, Only two services ended up on the server that wouldn't connect: the Sentinel Service and Sentinel Framework, but I see a third services "Sentinel Framework Dispatcher" on the VM. On both the install process showed now errors or any indication of a problem.
I'm glad the reinstall corrected the issue. Thank you for the additional information, I'm going to see if I can reproduce the issue in my lab.
