You search for the patches in the upper portion of the screen, choose the patch(es), right-click and then Add to Patch Group. I tried to match your screenshot with the same filtering. I see much newer patches on the list.
It looks like the data files haven't been update. Perform a Help > Refresh Files to updated them. You can also schedule the update through Tools > Operations > Download > Schedule Automatic Downloads.
