The last time I saw this error, a proxy issue was preventing the connection and download of the wsuscatalog.zip from xml.shavlik.com.
- What does the Verify Setup tool show? The instructions for Verify Setup are found on page 14-15 of the Shavlik Patch for Microsoft System Center User's Guide http://rs.shavlik.com/documents/patch/ug_patch_2_1.pdf.
- Are you able to manually download the wsuscatalog.zip through IE?
- Sometime, running SCCM as an administrator will clear-up issues like this. (right-click on icon, choose to run as administrator)
The verify setup tool shows
Yes, I can manually download the file via IE and I've tried running the SCCM console both as an administrator as well as not. Results are always the same. Right now since I am just trying to evaluate the product I am only trying to access the Cloud for trial data.

It looks like the root cause was proxy even though he could manually download the file like you and his Verify Setup looked good too.
