Have you tried a right click on 'Shavlik Patch' within SCCM and run the 'Synchronize Software Updates' process? If the update is truly published already that should make it available in All Software Updates. The process could take some time to run.
I'm not sure of why this update appears as already published if it truly isn't for some reason, but attempting to re-publish an update can more easily be done via SCUP.
To do this:
-Log into Shavlik Protect Cloud Portal, go to 'Shavlik Patch' tab at the top, then download each of the .cabs listed below.
-Open SCUP - download from here if you don't have it installed: http://www.microsoft.com/en-us/download/details.aspx?id=11940
-You'll need to import the .cabs.
-From here you can attempt to publish the update again. Make sure to publish as Full Content.
