1) The issue you see with ScriptCatalog.zip is being caused by an out of date root certificate on the Protect server. This document will help you update the certificate on the Protect server: Correcting Issues Caused by out of Date Root Certificates
You should also verify you can manually download the file http://xml.shavlik.com/data/scriptcatalog.zip and then go into the properties of the zip and verify there is a digital signature.
2) Judging from the version information for your Patch Assessment and Patch Deployment, your patch data hasn't updated since the 29th of July, http://protect7.shavlik.com/
The root cause will be something preventing the download of the new data files. Do you go through a proxy to get to the internet? Does it cache results?
Are you able to download the latest version of the files from these links?
Do they have dates from this week?
I followed the Correcting Issues Caused by out of Date Root Certificates. I have installed the .exe from Microsoft to update root certificates. I've created a template with the MSRC-001 and MSRC-002, scanned with it whe Protect server. Found the patch missing and installed.
If I retry to do Help --> Refresh Files, I have always

As suggested, I tryed to manually download the http://xml.shavlik.com/data/scriptcatalog.zip, but I can't see any digital signatures in properties.
The Protect server is under a proxy, but is totally open to *.shavlik.com

but I'm not able to read them (seems crypted).
I recently helped a customer with a similar issue to yours. They were running Protect on a disconnected network and were receiving the same signature check error with the scriptcatalog.zip. Installing the CRL patch did not correct their issue, but following option 2 on from this article did correct their issue.
Regarding the second issue. The files are encrypted so not being able to read them is OK and you should only be able to see a digital signature on the pd5.cab and the hf7b.cab files. Now that you installed the latest certificate revocation list (CRL) patch does a Help - Refresh File update the Patch Assessment and Patch Deployment versions? The version should be 126.96.36.19908.
Lastly, I wanted to mention this in case you manually download a data file and place it in the \datafiles folder. Depending on security setting, the files could be block and would need to be unblocked before they can be used.
