In order to have a list of 'missing' patches, it is necessary to scan a machine. The machine can be a virtual machine, or a physical machine, but there is not currently a way to scan a file that lists installed programs to indicate missing patches. This is in part because simply having a program installed is not enough information to identify if a patch is needed for that program. Protect must do many checks against files and registry entries to identify if the program is present, and if the files/registry keys found indicate a patch is needed.
