Well just a theory, but since all of the patches it appears you're having trouble with are .NET patches it's possible there could be something wrong with the install of .NET on the target system. Is it only one system that has this trouble?

Right now there is 14 machines out of 50 that have this issue, but it's only the .NET patches.

Have the systems been rebooted since the last installation of patches?
Otherwise, I'd suggest testing with one machine to see if removal and reinstallation of .NET components helps to resolve the problem.
