From where are the agents configured to obtain patches (i.e. vendor over internet)? If you are pointing the agents to a distribution server, are the patches available to the agents at said location? Have you tried resetting the retry count on the agents (From within the agent GUI, navigate to the 'Patch' tab, expand the 'Patch administration' section, and select 'Clear retry counts')? Are the agents successfully updating their data files (the data file version used for the scan, viewable at the 'Overview' page)?
The agents pull patches from various distribution servers. The needed patches are available on the distribution servers (and some agents are able to pull them just fine). I have tried resetting the retry count and it makes no difference. The agents are able to successfully update patch data and threat definitions.
At this point, it might be easiest to assist if you contact support so that we can obtain some log files.
